Strategy concept confusion

I have some confusion about some concepts and I was hoping someone might be able to clear them up for me. In The Course Ed Miller says "never pay them off". Which I get, most players at 1/2 and micro stakes don't bluff enough or effectively to make continuing against a large raise or re- raise +ev. But the 70% concept seems to contradict this idea. I guess I'm just trying to understand how these two concepts go together.

    The simple answer is they don't. The 70% frequency approach is a coarse pseudo-GTO attempt to be unexploitable against opponents who bluff enough, whereas "don't pay people off" is an explicit exploitative strategy against opponents whose bluff frequency is way below optimal.

    Also a key tenet of the 70% model is that we should break the rules when our opponents break them first.

    And (near on) everyone at 1/3 is breaking the rules.
