Struggling With Range Selection

Hi All I've been playing poker for a long time, but I've pretty much always been a "Play by my hand strength" player and am just starting to get into all the math and and various concepts.

The thing I'm struggling with, and maybe this only comes with time, is picking villain ranges. For example, I'm watching the video on value betting right now and James is talking about "if opponents range is xyz" value betting doesn't work, but if we add "abc" to the range, then it works.

So here are my questions:

1) Do we get into how to determine ranges better as we get further into core?
2) Are ranges always decided pre-flop or do you adjust them in post-flop play dependent on action?

It just doesn't make sense to me that "it doesn't work with this range but if we add this to the range it does". Shouldn't we be deciding on ranges from the get-go?
