Small 3-Bet From the Small Blind

Gang, played this hand last night on Ignition, $25NL zone.

Effective stacks are 94bb
Dealt to Hero UTG: :Ts:Th
Action: Hero raises to 3bb, 1 fold, CO calls 3bb, 1 fold, SB raises to 6bb, 1 fold, Hero?

My question here is related to preflop. I've seen players in the SB make these tiny 3-bets with both nuts (KK+) and those 'tweener hands that are good but not so good like 99-JJ, AJ-AQ. In this spot is it better to 4-bet to something like $4-$5 to reestablish the initiative in the hand or turn my hand into a set mine?

Thanks in advance.
