How to construct a flop cbet range when OOP at the lowest stakes?

I'm having some trouble with this.

I want to cbet less since the population seems to call properly when IP.
I want to cbet less since I'm OOP.
I want to cbet more when I have a value hand since the population plays too passive and I don't want to miss value.

My current flop cbet % OOP is 58%, which I think is too high.
My flop cbet success % OOP is only 34% so I think the population is calling pretty correctly against OOP cbets.

So what hands do I cbet OOP?
- High equity bluffs? Or are these better to check/raise? Flush draws, open-ended straight draws, two overcards with a backdoor draw, two overcards without any backdoor draws?
- Value hands? Only the ones that are worth 3 streets of value? We could check the flop if we only think our hand is worth 2 streets of value and we don't need much protection.
- Hands that need protection, medium/low pairs?

We then check hands that:
- Are not worth 3 streets of value, for example A6 on a A95r board
- Hands with little equity, like one overcard and no direct draws, gutshots, ...
- Do high equity bluffs go in here? With the intention of check/raising?
- Very nutted hands that don't allow villain to have much, for example AK on a AAK board, do we check/raise these or check/call?

    I've watched the CORE videos on this, that's where my questions come from.
    The videos in CORE conflict with a lot of advice I'm getting from other players.
    The videos are also a bit old and not directly aimed at the 2NL zoom player pool of today.
